Nah there's a big power level difference.
Luffy is like a 9.
Zolo is like a 7.5 (7-8 really)
Normal Hody is like a 4.5
Steroid Hody is like an 8 in the water, maybe 7 wherever has air.
Just to give my perspective to compare it:
Vander = 3.5
Jinbei = 8.5
Sanji I guess has to be near Zolo but I want to put him at 6.5
I think it's natural for Luffy to struggle a little in the water against this guy since he isn't going as hard and has a major disadvantage.
