I don't understand the reasoning behind your build. If you could explain it to me? The extra 2% agility you gain from putting another point into Spiritual Focus would only be worth 5 agility (with my stats). Ankle Shot is used just for the snare (and not the damage) so putting it any higher than 1 is a waste of points. Also, archers have the highest crit due to the fact we go for agility. This means +200% crit from Wisdom of the Owl is huge for us (due to stacking crit to begin with). That DPS cooldown seems way stronger than 1% extra health you gain from putting 2 points into Health Bolster.
Twin shot is good, and many people recommend it and they say "It has short cooldown, longer range than normal attack, and is good attack"
Problem is, that is true but it only applies in PvP mostly. On my acro and my SS, I don't use twin shot or pierce shot that often because when they cool down, they've probably cool downed 2-4 times over before I run out of other skills to use. For my 32 acro, by the time I finish up some of my main combos, my first combo is ready to go again so I don't use twin shot that often. My SS is 31 and once I get guided missles, I doubt i'll be using twin shot that often due to having more skills/combos. I already don't use pierce that often.
Ankle shot: Max this max this max this. It is an extremely strong skill and it binds enemies to the ground and they can't do anything.
Wisdom of the owl: Put 0 points or 1 point in it only. My builds have it at 0 because I plan to raise my critical through gear/stats and I'm sure my critical will cap without needing owl.
You can't really do DPS calcs for this game like in maple due to the fact you can't spam skills. Your build should reflect more on your playstyle and what skills you use more often. If you find yourself using twin shot a lot, then you should put more points into it. But if you find yourself using it very rarely, don't put a lot of points into it. Same goes for the other skills. Each build does have a cookie-cutter build though that people should definitely get. Everything else is more or less preference + recommendations.
