Dunno who voted for them, could be anyone really as a joke. Or anyone, they made a LOT of connections, and there aren't as many Hunters as I would have thought.
Gin and Mouse are extremely smart and sophisticated, rereading the chapters a few time (over the past weeks, first one was so fucking epic with the votes and 12 council) you can see the 10 other people changed their physical and mental -ness to match their zodiac sign, showing devotion to Netero.
It's funny that Mouse and Gin were the big two who said they wanted to be next chairman, because they're the ones that didn't care enough to change it. And they're both fucking devious. Gin shrugs off that his son is dying like he doesn't care and actually setup this big voting rule thing. Mouse is an intense as pineapple guy, he stares Gin down when he tries to rile Gin up when he says "I'll waste my time going to see your son when he turns up dead," and a few times it's shown he knows how to play the game (making the 12 voting for how election to be held by making the rule-er write their name down too).
The others have brains but aren't as aggressive as those two, they clearly stand out.
Pariston has a clearcut advantage in the elections, probably because he advertises, has good credibility, and has an honest human looking face and knows how to talk. I wouldn't be surpised if he ended up winning. Only other thing I see is Gin winning somehow by someone advertising for him/him doing something extraordinary.
