Raul asked "What is latency measured in?" but he probably meant to ask "What are the units of the Latency column displayed on your GMS status page?"
Seems the people "dumb as toast" understood his intent, but you answered his literal question, hence the confusion.

I take it the number you're displaying is in seconds, having combined the two integers into one floating-point number.
