Anyway, it should be:
level * 5 + 13 + 5 (if 4th job)
Level 200:
200 * 5 + 13 + 5 = 1018 (19 more than 999)

148 * 5 + 13 + 5 = 758
758 - 76 = 682
He has no points in HP.
I do kinda hope HB is on in that picture though because that's a lot of HP otherwise.
If not, he probably did wash but just reallocated points from INT.
