That should have gave me 40% CDR but the stat windows didnt move from 30% and before i upgraded to Morellos, AracnoPulse had a 3.5 cd before and after Morellos.
Don't know what to tell you. I hit 40% in a coop vs. AI game with 9/0/21 masteries, CDR/lvl glyphs, and blue buff.
