I disagree with you because it's much too easy for him to approach the carry and screw him/her/it over when he's not underfarmed. Emphasis on the "much too easy". And it doesn't take long to correct that defect if he does happen to be underfarmed, thanks to poison.

So... a few notes that are left unsaid:
-- Level 5? Q looks to be pretty costly. I'm hesitant to judge whether he's capable of expending mana faster than Anivia (probably not), but if you don't land them consistently, you'll be OOM for little benefit. Actually, even at low levels it's still expensive compared to your mana pool size.
-- Setup time for his siege mode looks to be about .5-.6 seconds, which is approximately the same as his Q cast time. There is no cost for leaving siege mode, or any mana cost associated with the skill whatsoever. (It's not known if hard CCs causes a premature end to siege mode, as there is no opportunity shown in the video.)
-- Xerath's maximum range is approximately the same as Kog'Maw's. His ultimate however has a considerably higher area (less than twice the radius of Koggle's R though), while having a rapid fire capability of 1 second between shots, for three shots.
-- Stun doesn't get much benefit from siege mode.
-- Damage-wise, his spells are delegated to "poke" tier. Don't expect to instagib anyone from full to zero, unless there's a horrible imbalance in the match you're playing >_>
Like with many mana-based champions that excel at poking at long range, if you can out-last the onslaught , or the steady stream equivalent of damage over time related to the champion's mana regeneration rate, you should be able to at least prevent feeding them early game.
