Considering that up until recently Heroes only got to keep 15% of their HP when 1/1'ed, and did just fine at bosses, I think 30% (max Power Reflection) should be sufficient. Only disadvantage is that PR can run out or be dispelled, while Achilles is passive.

Besides the only place where talking about major screwage by 1/1 attacks is in a boss that have PotCooldown bullshit (Aka Empress) or Seduce, because lolpots exist for the other bosses.
