Anyways, I was too lazy to search all 14 pages to see if anyone else found this, but Neo City's last stage is accessible. It's just that the entire quest chain restarts upon relogin. I completed the entire quest chain yesterday and got the laurel, but today I logged in again and Andy gave me the first quest again. Consequently I was denied access to all but the first Neo City map. Did the first quest, relogged, and found that Andy does give the quest indefinitely. At lv 122, you get 1% for doing the first quest over and over, so I'd say that is not supposed to happen. I guess it's not a huge gigantic supah hackah exploit, but I'd say it's nonetheless a glitch.
tl;dr - Neo City quest chain resets upon relogin. EXPloit among us!
1% at 122 is roughly 100k exp.
100k every minute or so is hardly an EXPloit.
But I'll put it on anyhow.
