Not exactly sure if it's a glitch, or if we were doing something horribly wrong but, none of us could fight against Xerxes.
The door kept telling us we didn't fit the requirements, even though we were below lvl 75 and all had the Eliminate Xerxes quest.
Eventually I left the party, so they were both below lvl 70, and they still couldn't get in ><
