What do you mean? I don't even think the client has anything to do with Koggles revealing himself when he shells the enemy with R. It's just a mediator of information; the server is the authority and the machine running the game.
But on the assumption of what I think you meant, I may have to re-evaluate what I knew earlier. It didn't used to be that way for many skills.
