Since Moffat took over as head honcho it has become a soapy relationship drama, with some action thrown in as an afterthought, rather than the pure action adventure show it was. And I hate season long story arcs too. The last 2-3 seasons have just been one long story. I'd love to see the show go back to its pre Russell T Davies era, it was good then.
Maybe it's because I only watched the new series, but I don't feel the action diminished that much. I also feel that the Doctor was trying more to scare off aliens rather than kill them. I see it as a new approach to a very old character whose usual response to those that threaten him or those he cares about is downright destroying them. And I dunno, it doesn't seem to bad to have a general long reaching arc. I felt the first 1/2 of season 6 was incredibly strong because of the long story arc that lead up to the huge reveal. I still need to watch all of Series 4 and 5, so I may be speaking out of my place.
