What he means is that white kids applying to university today have the advantage of having gone to good primary, middle, and high schools, while the black kids struggled through miserable inner-city schools. So, whites had 12-13 years of advantage, now it's the blacks' turn.
Doesn't work that way, imho. Fix inner-city schools, don't force universities to accept their barely-literate (exaggerating to make a point, don't kill me) graduates.
