Just to add to this, most eastern Asians (Chinese, Japanese, koreans, etc.) are not considered minorities anymore, even though they are (in terms of population). They don't get the minority treatment because Asians are clearly so much better off than every other minority (stupid model minority myth). I guess that's why Asians have to pay $1.50 since the -$.50 could be used for poorly financed Asians (stereotypically the Vietnamese, hmong, and other SE asians).
If anything, colleges should look at the financial backing over race if they want to recruit the "hard working, not-so-educated" people. low financial incomes essentially makes the "Ghetto" lower class anyway. Give anyone the same funding and they can probably grow up just as well off as anyone else (or as poor as anyone else).
