His q is negligible in the jungle. You really won't feel any difference jungling sin if they nerf his q base damage.
His E is the major offender in his kit. It gives essentially a free form of exhaust at level 1.
I thought it was funny that they said he was too powerful and the place they are looking at isn't what makes him so strong early game.
