i think you should go check out the server for yourself, you know see how many people are around, check out trade chat, the ah, stuff like that. As for new character vs transfer, i'd transfer. I dont really have a strong reason, but you keep asking, so there is my answer.

edit: ok in real id it says lock or dk, im pretty sure you said the lock was like lvl 20. So if you are not going to play your mage just reroll. Not worth the money to transfer lock/dk.
