Will gach, cubes etc. soon become illegal?

Nexon could simply argue that their cubes give players a fair chance of upgrading their equipment
Technically, using scrolls is gambling too. Nexon could put cubes in the same category as scrolls.
If you think about it, most CS items are "gambling"
CS surprises, cubes, gacha, shielding wards, vegas, pams, the list goes on and on.
