I can help you there pal, so far, from my PQs I've noticed that monsters in the PQ are leveled at the average of the party members. However, I am in the same boat as you when it comes to determining HP, ATT, etc. of the monsters. It's difficult to do because I am also 130 and see so many MISSes when I PQ with folks since most of my parties have been: Me (130), 2-3 other 130s, and a level 200 or two. By the first or second stage it ends up being myself and whatever number of 200s are left resulting in >165 leveled monsters and the MISS storm I was referring to earlier.
This system seems a bit disadvantageous to high levels because I see, "u too high lvl, no pq!" Round up your high-level friends now.
