It's hard to be sure and afaik nobody's done rigorous tests. Personally I've only made 6 items rare->epic with cubes and got about a 5% success rate.
Interesting that Imitazion says the Legendary Cubes are giving faster rare-epic-unique rates though. I wonder if it's a simple multiplier where they cost 3x as much and have 3x better chance to do so, or if they're actually more NX-effective.
