The point here is the sentence implies Aizen escaped. It is very logical conclusion or at least very easy to get it.
You don't train to to be able to fight someone unless they're able to fight back which Aizen can only do if he's escaped or expected to escape.
If he is using him as a benchmark as you say, the words of choice would have been "To be at Aizen's level" or better yet a person just as strong if not stronger than Aizen to completely avoid the possible confusion of saying Aizen escaped, say Ichigo.
If you're claiming that Renji/Soul Society is expecting him to escape and training for that then you are merely adding to the idea that Soul Society is incompetent in that they couldn't even defeat Aizen and Ichigo had to do it single-handed, but also that they can not hold his weakened and contained form.
