I've played a lot of LeBlanc because she's one of my favourites and I don't really run into problems concerning late game viability with her. I'm not sure if it's the way I play her but I still find I'm able to burst any squishy down, even when they build MR. Notice in the screenshot Ashe and Shaco had built a BV. Yes I was fed and after popping the BV I could still 1 combo them, but even when I'm not that fed I can still do hefty damage. If they build MR that's when I know it's time to grab a Void Staff.
The only real problems I face are when the team is full of bulky champs, in which case I build a DFG for the %hp active and then proceed to try to combo them. I still get kills this way.
All in all as long as you know how to play her and build her effectively you should still be viable late game.
And yes I do think she has a high skillcap. It's not just about Q+R+W combo, you have to understand her deceptiveness with her W and knowing when to mimic what at the right time is crucial. (ie, Singed coming at you at full speed? Chain him, then chain him again or someone else and hold them in place while you W away). If you don't know how to initiate and escape properly with her you'll get caught too many times.
