This is a start up development cost, not the entire budget for the project. You have to consider most MMO creators end up selling the game to big name portals once the ground work is complete, and then just work maintenance on it for the portals. As in Wizet > Nexon. Considering members of an MMO development team are not going to be making 6 figures each, I fail to see how 2.2m wont be plenty. It's not gonna be Aion or Blade & Soul obviously, but really the only cost they'll have besides member salaries will be rent and whatever the engine they plan to use will cost.
