Well, soon after we got the potential system, Big Bang and it's new damage cap came, so the possibility of having a new dmg cap with the 4th tier isn't that slim.
Although it seems stupid for me to have an even bigger dmg cap. I mean, it would mean stronger bosses. Just nerfing the potential system would work better.
