"Fixed a bug where you can Smite Baron behind his den"
Apparently its what I suspected if Riot defines this as a "bug" and is intending to fix it:

Noooooooooooooooooooooooooooooooooo I can't do thoseepic cunning Smite steals anymore if this is the case. 
Edit: On the topic of Season 1-ending ELO soft resets, I just checked up my rankings. Went from 1249 ELO ---> 1229 ELO.
1490 ELO was the "cap".
