You can gather 10 ticket piece ETCs from monsters outside of Monster Park and trade it in for 1 ticket. There's no limit as far as I know (playing KMS myself), however, 3rd job range uses a different ticket than 2nd job range.
Ticket pieces aren't rare at all, but not as common as monster ETC drops either..
