Most Lee Sin/Garen run mallet now. In fact, mallet is much better than warmogs just because of it's superior recipe items. A phage for early game is a great item and offers many good things for both Lee Sin and Garen.
To build warmogs, you'd have to be doing exceptionally well in game, otherwise you'll look like a giant retard until you make your atmas.
