He could stop intervening in fights, but then many more people will die. The shinobi army needs as many foot soliders alive as they can get to deal with the Zetsus, and until itachi deals with Edo tensei, there's only a very limited amount of people strong enough to fight the previous Kages.
As for the Kyubii trying to take over? I don't think so. I think the small part earlier where Naruto said he'd like to deal with the Kyubii's hatred as well is going to make all the difference in regards to that.
