It's more for the fact that Catalyst/RoA give you insane sustain in lane which is what you need to farm for a long time to get your other items. Not to mention that Singed benefits from the bonus HP AND Mana due to his passive. This gives him a high amount of health in early game team fights where he doesn't have a FoN/Sunfirewhatever.
