I may very well be spitting bullshit here, but this seems to make sense to me.
I've noticed that it's mostly bosses with multiple targetting auto-aggro that are glitched. Maybe it's only them, haven't really delved deep enough into it to find out.
This leads me to the conclusion that the glitch is that these bosses cannot target more than one person at a time, much like regular mobs. Although, there's still collateral damage to everyone else if it DOES attack.
So how does this glitch come about? I believe it's because when multiple people are attacking a boss, it gets stuck in limbo, can't decide WHICH character is hitting it, and just sits there, passing through different aggros for each person, but never having enough time to actually cast an attack.
This also explains why it works best with more people, as the transition between each person attacking is much quicker, and there's less of a chance for one person to attack the boss consecutively.
