It's the same thing as the example you gave just worded differently. If I say "scroll with 10% chance to fail" and then the bonus "-10% chance to fail", the calculation would be 1 - .9*1.1 = 1% chance to fail.
Similarly, I can word your example differently. If I had two skills each giving me 80% chance to get hit. I have 80% * 80% = 64% chance to get hit or in other words 36% chance dodge rate.
