I gotta give credit to CommaderJim for predicting the way to give Ichigo his powers back was by giving him reiatsu. Although I think that is just dumb... really, I know Kubo wanted to put this as a "second start" but just ichigo becoming a Shinigamy again was enough, everything didn't need to be just like in the beggining.
And well, it is obvious that Soul Society needs Ichigo. This time, it was most likely an order from Yamamoto (or w.e) to help Ichigo recover his powers, otherwise we wouldn't see someone like Byakuya lending his reiatsu for Ichigo (Heck, all the people in that picture got too much pride to give Ichigo a handshake)
Edit: Considering the five characters in that one big page, It would be cool if Renji and Ikakku are now Squad Captains (even if they don't look like one) as they are the only lieutenants with a Bankai... but yah Kubo wouldn't dare to implement any changes to the story
