Don't import it. But if you live in those areas then yes, you should buy it. Importing it provides NoA less incentive to localize it because that's one more copy they won't sell here and they're already being douches about it.
Though, when all is said and done, Nintendo will localize it eventually. Everyone should wait it out before they jump on importing it if they intend to regardless of what harm it could potentially do to the other future titles that have an iffy future in this region. Nintendo is in no position to ignore their fans right now but the same time they can't just bow down to us so they have to announce it strategically. It will come.
