Including the 1 immigrant 200 Thief of Bello (xAdrianPro) and the one who has a NPC but is no longer in Bello I rank out to being 10th and still can't get a NPC. >_>

1. XLionhearthX (has npc)
2. paeonius (has npc)
3. MrDismember (has npc)
4. CamiIoX (has npc)
5. BlackEat (has npc)
6. xxKaorinxx (has npc)
7. xAdrianPro (immigrant, cancels out)
8. META4iCAL (doesn't play anymore, no npc)
9. PurpIeIine (doesn't play anymore, no npc)
10. XxSilencer

So my guess is since #7 tried getting a NPC when he hit 200 he messed things up because once #'s 8 and 9 hit 200 and tried getting a NPC they couldn't either.
