I updated and went in eshop multiple times before that time. I didn't get the notification though. (just checked) Calling them now.
Edit: She claims no notifications were given out period, which is entirely possible. She said there's going to be a page on support.nintendo.com later this week (even though it's friday...) that will check the status of whether you're in the program or not though.
