The aspects for Paladins unaccounted for are elemental advantage (by charge, etc.), Divine Shield which is a weapon attack buff, irrelevant to %/s, mastery, which is basically a 1.14x increase in a damage range, and the fact that Advanced Charge Blow can hit seven targets. (Basically just do 7/6x) Heaven's Hammer was not used because it was detrimental to DPS. (LOL).
Couple points

Is this a single cast, or until it works? IIRC it has about a 40% success rate which is not in the description.

You need a range of about 50000 for this to be true on the 70%def targets, no? (assuming it hits the same # targets as ACB)
> Critical not mentioned
Are you assuming 5% base crit for 20~50% on all classes?
