Clearly, it would have a big impact, but it doesn't sound as dire as ultimate destruction.
Humorously enough, I originally viewed the Black Wings as another Team Rocket, but the Black Wings are actually quite competent.
They did manage to get all the Seal Stones and actually unleash the Black Mage, after all.

If Neinheart is the Black Mage, I'll be extremely disappointed. He definitely is suspicious seeing as he has now twice been resistant to the Black Mage's power.
Then again, he's been the voice of reason to counter Cygnus' dreams, so that would seem to be an odd twist.
Actually, I just came up with another crazy theory. Maybe Neinheart is one of the last two Heroes.
I can see Neinheart being the Black Mage, really. He tries to dissuade the Empress Cygnus from helping Mercedes, is the only non-corrupted person in Future Ereve, and looks just... menacing.

I can't see him being a hero, he's too wussy to be a pirate or a thief. But, he's been with cygnus for however long she's been in power, which is quite some time...
