Either the stock shotgun (or that other unlockable shotgun, never tried that) is the best alternate for the soldier, really. Especially if you have a 3-shot rocket launcher.
I still prefer the regular rocket launcher sometimes, though. It's so much easier to kill sentries with.
Oh, and I hate the Direct Hit and the Black Box.
