[1.2.397] Demon Slayer (3)

Someone answer me as to the point of reducing cooldowns by seconds for anything that has a minute or higher cooldown. Does it even have any kind of significant effect on skills that are seconds long? Only ones i can think of is snipe, some mercedes skills (?), etc etc.
