The only time to use a single charge is for Lightning-weak or neutral-lightning + resist-Fire/Ice/Holy (use lightning alone).
If the monster is neutral or weak to any charge other than lightning, use that as the primary plus lightning secondary (even if it's lightning resistant, you'll get a damage bonus dual charging).
