PvP Dominator: Cygnus Knights?

Let me rephrase the 6000ms.
It's 6000ms between skills.
Meaning if you were to use Hurricane and Strafe, it'd have a 6000ms delay between those casts. Hurricane is slowed down by about 1/5th. Meaning it's 100 arrows a minute instead of the usual 500, if how I tested it in Tespia was correct.

When you say 6000ms between skills, would walk hurricaning be considered different skills?
