So if anyone's been following Guinsoo's "rage" in the thread that got really fking large really fking fast, the priority number one in the upcoming changes months down the road is to decrease lane passivity. The retooling of red buff was just one of the small items in a whole list of changes. It's all one gigantic balancing act that's going on.
Flash and juking have been mentioned multiple times.
Jungling and counterjungling should be elements of the game, but the difficulty of doing so shouldn't be so high that newbies can't jungle effectively. Nor should the difficulty of jungling be so great that champs that are jungling-able also end up being OP in lane. Overall, junglers should be able to enjoy the farm and exp that laners enjoy... to a point. If they don't participate in ganking, they will fall behind.
Minions may do less damage, as they only respond to auto-attacks. This hurts DPS carry champs early on, who suffer from ability-oriented champs (everyone else except maybe passive/aura champs). Personally, I can say I've been very wary of minions early game when playing Ashe and Koggles (but I didn't care much when playing Cho due to defensive masteries), and in other instances where hard CC was at my disposal, I've often used minions to my advantage if the opponent tried to get the jump on me too soon.
And while I was reading the thing, a crazy thought popped into my head. What if Flash as a Summoner Spell was scrapped, but you could acquire a shot of it by slaying a specific neutral? It's not meant to be a correct design decision, just something that's interesting and provocative.
