You don't play these characters in another area O_o. They still go on Victoria Island and stuff.

But that's Tespia, too! Remember that they use Mr. Goldstein to get that class... Maybe the npcs are in that other area still unreleased.

AND! You can simply test those in maple island for now. What I mean, is that there could be a different starting point, in a future, where you can't get with your main. Like two different "games"

That way, you wouldn't get overpowered characters on pqs, bosses, etc. that are picked over the others.
