It certainly does not take 15 matches to get a champion, and 60 minutes is not the average for a game.
You can buy the more ridiculously cheap champions for like...what, 2 matches, if you're under level 10. That, together, takes an hour (the average game takes 38 minutes). Not to mention the free champions of the week, so you can test out new champions and see if you like them.
LoL is one of the more truly free games I have ever seen. You do not want to play all of the champions, obviously. Maybe like, what, 5-10? There'll be champions you hate and champions you like. The only reason you would like to want to pay real cash is to buy skins, and I already installed custom skins for that (true, no one else can see them, but a lot of custom skins are better than the real ones).
People have their preferences, and I just wanted to clear this up. LoL is basically free.
