I know this is a little bit of a late response/bump here, but I thought I'd at least give a more accurate (of late) response to Afro's ps.
Virtual Magic Kingdom (AKA VMK, also now closed) had a very active staff. In VMK they were called Hosts, and were active than I'd ever seen. I played that game for all of 1 week and spotted at least 14 different Hosts/GMs in-game. Bans were very small in the game because the chat was very, very filtered. At certain points you couldn't say words like "white," "wall," "paper" etc.. They were eventually fixed over a period of time but it was annoying to deal with.
Can't forget that all of their games (Toontown, VMK, & Pixie Hollow) are updated, a lot. They listen to players more than Nexon ever will on feedback and in-game suggestions. You can find every single update, maintenance, patch, whatever dating back to 2001 at the game's open here for Toontown.
I personally would love to see Disney merge/buy Nexon and take over MapleStory. The changes they would most likely make are long overdue. They wouldn't do any of the pumpernickel I've read that people think they'll do, like major overhauls and completely changing everything. That's just a load of crap.

However, they're banning system is quite effective, though most of their bans are due to non G-Rated or E-Rated words in their speedchat (essentially just free chat). They have that monitored, which is why so many of the bans are taken from that. Their hacking prevention system is near flawless. Hacking in their game is so rare to see that you could play the game for years (and I have done this) without seeing one hacker or cheater. That doesn't mean it's non-existent, as there are multiple reports with screenshot proof, but you can very easily never see it. The only real "hacks" aren't even that beneficial in the first place. The two popular ones are for racing (which can get you 3 laffpoints or HP) and training your Doodles, which are pets. Training your doodles just allows you to heal more LP/HP when you call upon it in battle.
