Yes and this exact stereotypical secretiveness and "honor code" has kept everyone honest in the past throughout all of Japans history. (Wait, nope.)
There is plenty of room for suspicion here and "No guise it's just how it works in Japan, if someone breaks the honor code their life will be hell forever with no way of escaping it" Doesn't actually dispel it. Especially for anyone familiar of the downsides of this exact system. There are many things admirable about Japanese society culture and history. Overt secrecy just isn't one of them.

This again? You understand their can't be a thriving independent market of "Chinese" hackers playing the game for real world profits right? THEY HAVE BUYERS. And the distinction of them being specifically "Chinese" part is (still) just unnecessary.
