E. It is like bandage toss, actually. I think I'll compare it more to Irelia's. A gap closer with a short stun followed by your Q stun, which stuns a target much longer than Amumu's bandage toss. At earlier levels, though, it also has a much less cooldown.
R. Her cooldown on R is ridiculous. 75 seconds at max level. Compare that to Amumu's 130! That's almost 2x less! You'll be able to use this a lot, lot, more.
I think you're comparing each of her skills to the "best" of every champion. However, Leona has no move that is the best move in the game. What Leona brings is a queen (yes, I didn't say jack on purpose) of all trades to the table as a tank, with shorter cooldowns on a lot of her skills.
Both udyr and Alistar have gap closers, Udyr's extra speed on bear makes enables his stun, and Alistar can headbutt stun if you've played him more than twice.
I must say I've had better experiences with Leona's after that post, and I'm still judging her since she's a new champion.
