Expected/10. When Udyr was buffed a bit a little while back, I thought he became much more solid than he used to. In fact, I thought while playing him post-buffs he had, perhaps, became a Tier 1-class jungler after the buffs were applied. He can clear out jungle at a much faster rate now (IMO, from firsthand experience, post-buff Phoenix Stance is the way to go early-game jungling simply because it deals more damage now) AND at a much lower mana cost, can absorb jungle creep damage easily via Turtle Stance's shield + lifesteal. Udyr is now able to sustain himself much better in the jungle than ever before.
And adding on to that, every time I jungle with him (with dodge masteries and dodge runes), I would have 2-3 HP pots left by the time I was done with my route, and still have over 70% or more HP left due to Turtle Stance damage absorption and lifesteal, plus me dodging a good number of jungle creep autoattacks.
In fact, I read Stonewall's blog just yesterday, and he was mentioning that he could move Udyr to Tier 1 if he didn't get nerfed in the next patch in any other way or form. In other words, Udyr was at a crossroads, the tipping point - in Stonewall's point of view.
