In the flooded floor of that Orbis tower you can swim into the right wall, thus making it easy to get through that part without getting annoyed by the Scuba Pepes.

That glitch has been there since forever though. But eh, just wanted to add that to the current conversation.

Orbis Tower and its phantoms walls are all about glitches, jumping down and getting hit through the walls, I've teleported through a wall in one of the lower levels once and the underwater parts you mention.
