There are quests in the data that exist for getting your profession to 4 and 10. They have the end dates as January 2nd, 2011, I'm pretty sure that's when the event ended in kMS, and they give out the event items. I see no reason for these quests to exist if they're just given away.
As for the first part, I've already said that this is another kMS event and not some nerf to the Level 4/Level 10 event.
