At lvl 15 how much is it raising the stats?

So starting a character that's in the order of signus is a bad idea by just making a level 30 char then making a signus character because this skill will be level 1?

Let's say A has a level 150 character and creates an Order of Signus character.
The OS character will have lv 15 Blessing of spirits (150/10 = 15)
Let's say the OS character leveled up to 25.
Then the lv 150 character will have a lv 2 Blessing of spirits.
(For every 10 levels, the skill is raised by 1 point. It's automatic.)

A will get a max of lv 12 for the Blessing of spirits because OS character's max level is 120 and the OS character will get a max of lv 20 Blessing of spirits because A's max level is 200.
